CENTRAL Communication Port (CPK), the company delivering Poland’s new hub airport and associated rail projects west of Warsaw, has received six bids from a total of 17 contractors to build the first section of the 350km/h Warsaw - Łódź high-speed line.
Hoping to enter the second stage of the procurement process for the contract to build 12.9km of new Line 85 from Kotowice to the airport, the six bidders are:
- Budimex
- Zue, Duna Polska and Polaqua
- Torpol, Mirbud and Kobylarnia
- Trakcja and Porr
- Mostostal Warszawa, NDI, NDI Sopot and Intercor, and
- Gülermak, Track Tec Construction, Unibep and Pomorskie Przedsiębiorstwo Mechaniczno-Torowe.
Submission of bids follows the launch of the first phase of the tender at the start of this year. CPK says it will now begin bid evaluation, and is expecting all six potential contractors to progress to the next stage of the process, a competitive dialogue process.
The primary selection criterion for the second stage is experience in completed construction projects, including those carried out in Poland. Also required is proficiency of key personnel in the Polish language.
The criteria for evaluating bids received in the second stage will be price and the length of the warranty period. The conclusion of the dialogue with bidders admitted to the second stage, preferred bidder selection, and contract signing are planned for the fourth quarter of next year.
“In the coming months, as part of the Port Polska investment, we intend to launch further tenders for the construction of the high-speed line between Warsaw and Łódź,” says CPK management board member, Piotr Rachwalski.
“In total, we are planning five more sections which, together with the Kotowice - airport section, will amount to approximately 120km of new track designed for speeds of up to 350 km/h.”
