THE Lagos state government and the federal government of Nigeria have signed a memorandum of understanding (MoU) to advance the Green Line suburban rail project.

Speaking at a forum on January 27, Nigeria’s commissioner for information and strategy, Gbenga Omotosha, confirmed that the federal government will provide Naira 146.1bn ($US 97.2m) for the project from its 2025 budget. The budget allocated a total of Naira 256.73bn to advance infrastructure projects in Nigeria.

The 68km standard-gauge Green Line will link Marina, and an interchange with the existing 13km Blue Line, to the Lekki Free Trade Zone, via Victoria Island, Lekki and Ajah.

The Lagos state government signed an MoU with China Harbour Engineering Company (CHEC) to design, finance and operate the Green Line in September 2024. At the time, Lagos governor, Babajide Sanwo-Olu, said the project “will redefine public transport in Lagos.”

Passenger services on the 27km south-north Red Line, which runs from Oyingbo to Agbado, commenced in October while operation of the Blue Line, which runs from Marina west to Mile 2, began in September 2023. There is a plan to extend the Red Line by a further 10km south to Marina and to extend the Blue Line by another 14km west from Mile 2 to Okokomaiko.
