This paper is written to introduce the Mobility Owner Concept by KfW IPEX-Bank and to help relevant parties involved in i.e. public urban transport or regional services like public transport authorities, communities, asset owners and operators to foster investments in new equipment by using their respective comparative advantages and most efficient financing costs.
The Mobility Owner Concept is a promising financing model for accelerating mobility investments based on separation of ownership and operation with the financing based on enhanced credit risk. This concept structure can be applied to all mobility sectors. The White Paper will explain the structure theoretically, shows challenges in the mobility transition and how the Mobility Owner can be a solution for those challenges. Furthermore two case studies shows the organizational structure in practical daily life.
