Views are requested on the implementation of the impact assessment, which is an integral part of the preparation of the National Transport System Plan. The impact assessment programme will include a description of how the plan will be drawn up and how its effects will be assessed. The impact of the transport system plan will take into account the following factors:
- accessibility and service level for travel and transport
- financial sustainability
- social sustainability
- environmental sustainability, and
- security.
Traficom, the Finnish transport and communications agency, conducted a survey on the changes in the operating environment and the current state of the Finnish transport system. An extensive survey of the draft report will be conducted in order to base the preparation of the plan on a shared understanding of what factors affecting the transport system should be taken into account in future planning.
Public feedback on the draft report is open until December 31.
The transport system consists of the network, services, system support activities such as information and traffic management and all modes of transport, including road, rail and waterborne and air transport.
The national transport system plan, in turn, contains a programme of measures on how to design, build and maintain the transport network, and what kind of transport and mobility-related services will be procured. It will include a 12-year government funding programme.
The ministry says a long-term, 12-year plan that spans government periods will provide continuity in transport system development.
The Ministry of Transport and Communications will request opinions by January 24 2020. The national transport system plan is expected to be completed in spring 2021.
