MÁV Passenger has opened a market consultation for a 25-year contract to lease 68 DMUs to the operator. The contract will include full-scale maintenance and the deadline for responses is March 25.
The winning bidder will have to guarantee 90% availability for the fleet of 120km/h trains. Specifications include that the DMUs must not be longer than 70m, offer seating for at least 100 passengers, be able to operate in multiple, have a fully-laden axleload not exceeding 20 tonnes and have a low floor area of at least 40% of the train.
The leased fleet must be able to operate on hydrotreated vegetable oil (HVO) diesel fuel and must have a range of at least 1000km on a full tank. The DMUs are required to have a total life expectancy of 35 years, and be authorised to operate on both MÁV and Győr-Sopron-Ebenfurth railway (GySEV) infrastructure.
MÁV Passenger invites potential bidders to comment on technical specifications, the draft contract, draft evaluation criteria and draft suitability criteria. It expects bids to be evaluated on the basis of maintenance options (60%) and total price (40%). The operator reserves the right not to issue a call for tenders, as funding for the leasing contract has yet to be secured.
MÁV Passenger currently owns 33 Siemens Desiro DMUs and 40 Russian-built DMUs that have no low-floor areas, all of which are more than 20 years old. In addition, it operates a fleet of lightweight railbuses built in Czechoslovakia between 1977 and 1986, all of which have been refurbished but will shortly reach life-expiry. MÁV previously issued a tender to supply bi-mode units but this was subsequently cancelled.
